The legislation requires the National Treasury to promote and enforce transparency and effective management in respect of revenue, expenditure, assets and liabilities in public sector. It also requires the National Treasury to monitor and assess the implementation of the legislation and norms and standards thereof. In the past few years this function has always been performed by the PFMA implementation unit on behalf of the Office of the Accountant-General and jointly reported upon.
The co-ordination of the all the projects that are funded by the foreign donors (currently European Union) as well as management of the alignment of these projects with those funded through the budget resides in this unit. This function is currently funded by the EU and filled on a contract basis. It is important to maintain project management capability in the division hence the inclusion of this post in the normal structure. The location of this function within this Chief Directorate is purely a function of ensuring adequate management attention.
